Rockstar North tells Famitsu that different vehicles require different theft tools and that alarms or trackers can complicate a theft. The interview distinguishes temporary stolen vehicles from registered personal vehicles, describes limited initial storage and purchasable garages, and says damage affects sale value.
The distinction that matters
Seeing a vehicle in footage, being able to drive it, and owning it persistently are three separate claims. A catalogue entry should identify which one its evidence actually supports. The same applies to paint, tuning, weapon storage and delivery services.
If you are planning your first playthrough, treat vehicle collecting as a question to explore rather than a solved route. A pre-release demonstration can show an idea without documenting its behavior in every mission or save state.
